MOD Description: Allows a single user or multiple users (welcome committee) to compose an infinite number of Welcome PM messages.
The MOD will randomly choose between the users (if more than one) and randomly pick a designated welcome message from their queue.

- More than one user can write a welcome PM message that is used (useful for large boards or welcome comittee)

- Welcome PM will be sent on Account activation, not account creation.

Notes: This is an advanced Welcome PM MOD. It creates an additional database table to keep track of Welcome PM?s.
